Has a Master's degree in Computer Science from Indian Statistical Institute, Kolkata and a Ph.D in Information Systems from University of North Carolina, Chapel Hill, USA.
He has done research in Pattern Recognition, Graph Theory, Information Systems and Networks. He has guided students in Ph.D and Master's programs. He was member of several Technical Advisory Groups and also member of several committees constituted by the Government of India and State Governments. He was chairman/member of several Advisory Committees of academic and research Institutions :e.g. Scientific Advisory Group of the Division of Publication & Information of Indian Council of Medical Research, New Delhi; All India Board of Post-Graduate Education & Research in Engg. & Technology, AICTE; Special Committee of the School of Information Technology of the JNU; Expert Committee, Deptt. of Elect.Engg., IITDelhi; Board of Studies Advisory Committee of Applied Statistics, Surveys and Computing, Indian Statistical Institute, Calcutta; Birla Institute of Technology, Mesra, Ranchi. Major Projects - Computerisation of 1982 Asian Games; Satellite based data communication network, NICNET of NIC; Telematics Development & Promotion Programme: Integrated Network Operations Centre (iNOC) at Delhi; Data Centre (internet data centre) with cluster servers and SAN(Storage Area Network) to provide anywhere and anytime (24x7) data service and Disaster Recovery Centre at Hyderabad. Computerisation of Land Records, National Rural Employment Guarantee Scheme, Computerisation of Case Laws, Cause Lists of the Supreme Court & High Courts, National GIS Centres. As Director General of National Informatics Centre was responsible for supervising implementation of several e-Governance projects at the Centre and States. Received "2001 VASVIK Award" in recognition of my contribution in the area of Information & Communication Technology from Vividhlaxi Audyogik Samshodhan Vikas Kendra, Mumbai. Received Skoch Challenger-2005 Award for "ICT Man of the Year". Received Bhoovikas Samman for Lifetime Excellence from Bhoovigyan Vikas Foundation, New Delhi. Received ORACLE e-Governance Award for "Leading the change" for implementation of e-Governance projects. Received Special Achievements in GIS Awards "Making a Difference in People's Lives" at the ESRI User Conference at Sandiego, USA. He was Director General in National Informatics Centre, Government of India.
